You can submit a bug report via email, however it is strongly recommended you use the bug reporting site. By using the bug reporting site, other users are able to see the bug report and can add additional supporting documentation of a bug. This also lessens duplicate bug report submissions since users are able to browse all bugs, both open and closed reports. By default the bug reporting website will notify you via email whenever any changes are made to your bug report.
